Building the Next Generation of Utility Rate Experts
Rutgers School of Business–Camden (RSBC), in partnership with the New Jersey Board of Public Utilities (NJBPU), is launching a Utility Rates Certificate Program, a new academic and fellowship opportunity preparing students for careers in utility regulation and energy policy.
Offered through RSBC’s Professional and Executive Education at Rutgers (PEER) unit, which supports lifelong learning for individuals and delivers programs that are designed to meet them at many points along their career continuum, this Utility Rate Management program fulfills the growing need for rate making professionals in the increasingly complex industry.

Dr. Richard Michelfelder, industry veteran and Professor of Professional Practice in Finance, notes, “As a professional utility participant, this program rigorously covers every aspect for the development of just, fair, reasonable rates involved with the regulated electricity, natural gas, water, and wastewater utilities. It also addresses the current and futures challenges of the industry, many of which converges toward sustainability.”
Program Overview
The one-year, skill-based program consists of foundational coursework in economics and finance complemented with skill-based modules that address the multiple aspects involved with utility rate making. Students will build expertise in:
- Utility rate design
- Revenue requirements and cost‑of‑service analysis
- Regulatory and energy policy
- Practical application through fellowships, including six paid fellowships sponsored through the partnership

*Students who successfully complete this program can apply for up to 6 credits of waivers towards RSBC’s MBA or MSBA programs.
